The author's purpose is the ultimate message the author wants the readers to think about. The way the story was written, the diction and style would define the tone of the story that would send out this feeling the author wants the readers to feel.
The author's perspective is relatively close the narration, but it's from a point of view from the author, who is supposed to know everything in this story(may be biased), not from the point of view from a character inside the story, who is supposedly not to know everything(may also be biased).
Author's purpose is simpily what the author tries to express throught the texts. Author perspectives are usuaully writers own opinion or ideas on this specific subject.
